The Éoliennes Flottantes d’Occitanie (EFLO) project is a partnership between Ocean Winds and Banque des Territoires.
Awarded under the French AO6 tender, EFLO will be developed alongside pilot project EFGL in one of two mutually exclusive zones in the Gulf of Lion, Mediterranean Sea — one of the windiest areas in France, with average wind speeds close to 10 m/s.
With a total installed capacity of around 250 MW, EFLO is expected to produce approximately 1 TWh of renewable electricity annually, enough to provide power to approximately 500,000 residents.
The project will also contribute to shaping the floating offshore wind energy sector in the Mediterranean, promoting local and national supply chain development along with across the value chain. This includes support for regional economic growth through territorial financing, investment in environmental knowledge, professional training and job inclusion programs, and strong collaboration with local SMEs — with 10% of services dedicated to them — to ensure that the benefits of offshore wind are shared at every level.
EFLO builds on Ocean Winds’ experience in floating offshore wind, drawing directly from the key lessons learned through the operation of our first-of-its-kind project WindFloat Atlantic in Portugal and construction of the EFGL pilot project in France. These pioneering projects are more than references — they provide a strong technical and environmental foundation for scaling floating wind to commercial level. The project is also being developed with a strong focus on environmental responsibility and stakeholder engagement, integrating environmental monitoring, and nature-inclusive designs and features to respect coexistence with the surrounding marine ecosystem.
